
Biography
Jim is a litigation and government contracts attorney who pursues favorable client outcomes through effective advocacy, practical legal advice, and an understanding of his clients' broader strategic goals.
A focal point of Jim's government contracts practice is helping companies navigate the unique issues that arise when doing business with the federal government and commercial teaming partners. Jim has successfully protested and defended the award of federal contracts at the U.S. Government Accountability Office, the U.S. Court of Federal Claims, and the agency level. Jim also advocates for clients before the Armed Services and Civilian Boards of Contract Appeals, where he brings value by applying commercial litigation skills while protecting his clients' working relationships with government customers.
Jim's litigation background adds perspective when he counsels government contractors on teaming agreements and subcontracts. He similarly advises small and emerging businesses about Small Business Administration program eligibility and certification.
Jim actively represents clients in state and federal courts to resolve issues that affect businesses and employers across industries, including breach of contract, trade secrets, and intellectual property controversies, as well as unfair competition arising out of employee mobility and interference with commercial opportunities. He is licensed to practice law in Virginia, Maryland, and the District of Columbia.
